The Chief Information Officer–Solutions and Partners 3 (CIO-SP3) Government-Wide Acquisition Contract (GWAC) is a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract authorized by the Clinger-Cohen Act of 1996. CIO-SP3 is managed by the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) and can be used by any federal civilian or DoD agency to fulfill a broad range of mission critical IT requirements.

The CIO-SP3 contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order (TO) contract whose orders may be Time & Materials (T&M), Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), or Cost Plus Award Fee (CPAF).

Period of Performance: 10 year Term, 06/01/2012 to 04/29/2023

NIH Contract Usage Fee: All task orders issued under CIO-SP3 require a NIH Contract Access Fee (NCAF) of .65%. The NCAF is calculated as [Total Award Value *.65%]. Total award value is inclusive of all labor, fees, (including award fees and incentive pools), and ODCs/Travel.

Prompt Payment Terms: NET 30
